The Study Team's goal for Phase 2 is to provide the Study participants with sufficient information for them to decide whether to pursue building this line in the next decade. At its broadest level, this means describing the vision of the future of the region, and role of transportation in that vision. In particular, it means describing the future of transportation in the Richmond/Airport - Vancouver corridor, and the role rapid transit may play in shaping that future.
The Project Team intends to:
- portray alternate 'snapshots' of the region at various points over the next 30 years, implementing rail transit along the Richmond/Airport-Vancouver corridor at different times, as compared to a base case with no rail transit;
- estimate (where it is possible to quantify) and describe (where it is not possible to quantify) the costs and benefits of these alternatives;
- ascribe the costs and benefits to the Study participants and other stakeholders.
