This Plan aims to:

• upgrade the Major Road Network (including the construction of new roads at key locations);
• create more frequent and less crowded transit services - with the goal of increasing transit use by 30 percent; and
• expand rail capacity.

These initiatives are expected to reduce commute times; slow the growth of traffic congestion to allow for better goods movement throughout the region; and reduce climate changing greenhouse gas emissions and local air pollution.

This Plan illustrates the importance of an "integrated" approach to solving our transportation problems - one where both transit and road improvements work together.
