The Richmond/Airport - Vancouver Rapid Transit study looks 30 years into the future and addresses this question:

"What are the relative costs and benefits of building a rapid transit line between Richmond City Centre, the Airport and Downtown Vancouver in the near term (i.e. 2010) versus at a later date (i.e. 2021 or later)?"
