Phase 1: Management Plan
Phase 1 is the preparation of this Management Plan, which sets out the management and administrative structure and workplan for Phase 2 of the Study.

Phase 2: Needs Assessment / Concept Feasibility
In Phase 2, the participating Agencies will assess, in consultation with the community, whether there is a need to pursue building the line by 2010. This will involve defining the need through assessing a series of costs and benefits, as compared to a 'base case' scenario that includes express bus service (the #98 B-Line) but not rail, for the years 2010 and 2021. Phase 2 also explores alternative financing mechanisms to help fund such an initiative, such as the potential involvement of the private sector.

Phase 3: Rapid Transit Definition
If the Agencies conclude that a need exists, Phase 3 will define the specifications for a rapid transit line and a structure, including potential private sector participation, to finance, build and operate the line will be developed.
